Mapping the Vulnerabilities of Women Trafficked for Commercial Sexual Exploitation

Trafficking for Commercial Sexual Exploitation (CSE) often involves several vulnerabilities that make victims susceptible to exploitation. It is crucial to explore these vulnerabilities to provide more realistic and evidence-based reasons for why women become entrapped in situations of CSE.

The present study assesses a primary dataset of Victim Inquiries conducted by the Vipla Foundation team based on orders issued u/s. 17(2) ITPA by the Special ITPA Court in Mumbai from 2019 to 2022. The overall report is based on the responses received from 163 victims during the inquiry process.

‘Manodhariya Scheme Handbook’ for stakeholders to assist the victims of sexual abuse access compensation under the scheme.

The Manodhariya Scheme devised by the government of Maharashtra and implemented through the government resolution of 30th December 2017 is designed to provide financial assistance to victims of rape, POCSO and acid attack to help them rebuild their lives. The handbook provides comprehensive information about the scheme, listing in detail the quantum of compensation that can be claimed, procedure for claiming the compensation and also the roles and responsibilities of other stakeholders in facilitating the compensation under the scheme.

The book breaks down the Scheme’s components using simple and user-friendly language and includes a section on “Frequently Asked Questions” to help clarify situations that arise on the ground and ways to address them. The book has been conceptualised by Vipla Foundation in collaboration with the Alliance Against Centres of Trafficking (ACT), a coalition of five NGOs (Vipla Foundation, Pratham, Prakruthi, Yuva Rural Association and Freedom Firm) that work towards preventing human trafficking; crimes against women & children; their rehabilitation, upliftment and empowerment.

Intervention Case Stories

‘COLLECTIVE ACTION’ is the way forward to address trafficking for commercial sexual exploitation (CSE). Vipla Foundation recognises this and has built convergence with different stakeholders from the Department of Women and Child Development, Government of Maharashtra, (DWCD), District Legal Services Authority (DLSA), Child Welfare Committees (CWCs) NGOs etc to support victims in the justice processes in Maharashtra. Executive Summary

In India, several women give up the idea of a career or end up quitting their jobs after having children. Vipla Foundation conducted a study to assess the aspirations of women with regard to career and skill development. Findings show that women currently have desires to be in paid employment largely due to their adverse financial conditions. The study emphasised that survey respondents feel that childcare, family responsibilities are hindering their re-entry into the workforce.
